Vol. I · Public-records intelligence

Every figure traces back to the document it came from.

Mandate Desk is sourced intelligence on public pension funds and the managers they hire. One national record, built only from public documents, where every number carries the source, the retrieval date, and a confidence grade you can check.

01The stance

Facts, sourced and dated. Never advice, never rankings.

Mandate Desk is a reference work built exclusively from public records. It surfaces what funds and firms report about themselves, and it does not evaluate, rank, or recommend any manager, consultant, custodian, or provider. What you buy is completeness, accuracy, and freshness, and the audit trail to prove all three.

01 · Source

A document behind it

Every figure links to the public filing it was drawn from, so anyone can open the page and read it.

02 · Date

A day it was retrieved

Each figure is stamped with when it entered the record, so you always know how fresh it is.

03 · Confidence

A grade on the citation

A confidence grade rates the citation, never the entity. It says how sure we are of the figure, not what we think of the fund.

02The desk

One record, and the tools to work it.

The consolidated record is here today. The monitoring, watchlists, and alerts around it are in active development, and labeled plainly so you always know what is standing and what is coming.

The archiveIndexed

The record

One national record of the funds you cover, built only from public documents. Census, state regulators, annual reports, and federal filings, consolidated and normalized, each figure carrying its source and date.

The feedIn development

The Wire

A feed of what changed in the public record, and when. New solicitations, filings, board and staff changes, and posted minutes, each human-cleared, dated, and one click from the cited document.

The watchIn development

Watchlists

Your target list steers the monitoring. Watchlisted funds are checked on a set cadence, with changes routed to your inbox, a webhook, or your CRM inside a stated freshness window.

The screenIn development

Saved screens

Screen by state, size, universe, coverage, or freshness, and get told when a fund enters or exits the screen. Prospecting becomes an event, not a quarterly export.

The radarIn development

RFP radar

Solicitations from portals, fund sites, and minutes, normalized with scope, status, due dates, and documents, ready to export to a calendar.

The ledgerIn development

Proof of freshness

A dashboard that shows the liveness you are paying for. The share of the record verified recently, the time from source to desk, and whether cited links still resolve. Measured, not promised.

03Coverage

A national record, deepest where the work has run.

The record spans the country. Coverage is deepest in flagship states like Texas, and Census-level elsewhere, with the depth of every state shown honestly rather than implied.

Flagship states

Verified

Deep coverage, checked against the state’s own filings.

Every other state

Census-level

Present in the record, with its depth labeled, never overstated.

04Why you can trust it

The honesty is the product.

A reference work is only as good as its discipline. Mandate Desk publishes its method, says what it does not know, and holds a figure back rather than show one it cannot stand behind.

01

Public records only

The value is consolidation, normalization, and freshness, never possession of anything private. Everything here is a matter of public record.

02

It says what it doesn’t know

Gaps are shown as gaps. A figure not yet located reads “not located,” and an implausible aggregate is held under review rather than published.

03

Method in the open

The source hierarchy, the confidence grades, and the line between reported and computed are all published, so the work can be checked.

04

Graded, never ranked

Confidence grades the citation, not the entity. There are no scores, ratings, or league tables of funds or providers anywhere in the desk.

What this desk will not do

  • ×It will not rank or rate any manager, consultant, custodian, or fund.
  • ×It will not advise. It is not investment, procurement, or fiduciary advice.
  • ×It will not guess. Reported figures and computed figures are never blended, and a bad number is held, not shown.
  • ×It will not hold secrets. Nothing in the record is anything but public.
05Who it’s for

For the teams that serve public funds.

  • i Asset managers and the firms that sell to public plans
  • ii Investment consultants, custodians, actuaries, and counsel
  • iii Allocators and trustees mapping their own peer universe
  • iv Researchers doing manager and market due diligence
